the actual figures representing certificates issued to foreigners do not amount to very much, but as can be well imagined under the circumstances the feeling amongst British Officers on the China Coast is very strong on this ratter and the "anagemmt Committee of the Amila trist, therefore, that the Colonial Office will be pleased to commuricate on the subject with the Government of Hong Kong with a view to the issue of these certificates of competency to foreigners being stopped.
I beg respectfully to suggest that the attention of the Government of Hong Kong may be drawn to paragraph 3. page 5, and paragraph 96. page 49 of the Board of Trade Regulations relating to the exarination of Masters and Mates in the Mercantile Marine, also the Aliens' Restriction (Amendment) Act 1919, (Sections 5 and 12), which apply to ships registered in the United Kingdom.
We submit that having regard to
all the circumstances of the present position these regulations as regards the granting of certificates to foreigners should be made applicable to the Colony.
